The news is likely to put a smile on the faces of regime fanatics for whom Lumbuye had become a stone in the shoe.

The blogger was arrested in Turkey from where he was broadcasting his hard hitting youtube videos targeting government of Uganda and Buganda Kingdom officials.

Reports this news website has, indicate that the Turkish police arrested Lumbuye on Tuesday evening. Charges against Lumbuye are yet to be revealed but friends and fans have said he is wanted in Uganda on hateful propaganda against President Museveni’s government.

Mr Lumbuye  is the blogger who announced Kabaka Mutebi of Buganda and President Museveni dead, leading to speculation on the health of the principals.

It is not clear under which law the government of Uganda, will extradite Mr Lumbuye.

Recently Mr Museveni ordered his security and diplomats to hunt down critics who spread fake news against his government.

Kagingo, a Public Relations guru will manage communications in the Office of the Speaker of Parliament Jacob Oulanyah, NBS TV senior journalist Sabiti will on theother hand manage communications for Deputy Speaker Anita Among whereas Kitatta, a former Observer newspaper senior journalist will perform his role in the office of the Leader of Opposition (LOP) Mathias Mpuuga.

The appointments were announced on Tuesday by the Parliament Director of Communications, Chris Obore.

“Welcome on board Sarah Kagingo, Joseph Sabiti (Media for Deputy Speaker) and Sadab Kitata (Leader of the Opposition). Enhancing parliament communications. Congratulations,” Obore tweeted.

The three press secretaries will work under the Directorate of Communications and Public Affairs headed by Obore.

Their appointment means Obore will speak for the institution of Parliament while the three will handle the communications and affairs of the Speaker, Deputy Speaker and Leader of Opposition.

The unit head Col Edith Nakalema said on Tuesday that the suspects are four out of the nine implicated officials from OPM in relation to the procurement of alleged substandard food and non-food supplies worth Shs10bn.

This follows a directive from the Rt.Hon. Prime Minister, Robina Nabbanja to the State House Anti-Corruption Unit head, Col. Edith Nakalema to investigate the matter a few days ago.

Nakalema says this has been done as part of the ongoing investigations into allegations of mismanagement of the procurement procsss.

The arrested officials are; Kayima Godfrey (Accounting Officer), Nakabugo Rose (Ag. Commissioner Disaster), Esther Majorine Odongo (Procurement Officer) And Agaba Tumwine Henry (Internal Auditor).

The substandard goods were supplied by Ojok Justine and a one Rubwama.

Prime Minister Nabbanja on 20th July, 2021 rejected an assortment of relief items meant for flood victims in Kasese District, saying they were substandard before she called for investigations into the matter. .

The items included 40,000kgs of maize flour, 20,000kgs of beans, 2,000kgs of sugar, 2,000 pieces of tarpaulin, 1,350 jerry cans, 1,000 basins, 100 cartons of laundry soap, 1,000 mosquito nets, 100 blankets, and 100 mats.

“Kasese District is not a dumping ground, I have rejected the blankets and mosquito nets because they are substandard. The supplier must bring good ones, these are the things that paint a bad image of our government,” Nabbanja said as she met the flood victims.

Last Saturday Mbire Ben,65, of Buniga village, Kacerere Town Council, in Rubanda District who was working at Bufundi College Kacerere as a night watchman, received his monthly salary and spent it in alcohol as he celebrated the relaxation of Covid19 lockdown.

On Sunday Mbire woke and stopped at Nyarukoro trading center ,near his home, spent all his salary with friends and wellwishers on booze. Thereafter, he went home empty handed staggering, something which did not please his wife and eight children.

The wife and children demanded to know the balance from the salary only to find nothing in his pockets.

He was told to rest and tasked him thst he will explain to them better where he had spent all the money.

The world became too small for Mbire before deciding to visit a nearby shop where he got rat poison. He allegedly took it silently and went to sleep quietly.

In the middle of the night, he became restless and his eyes turned red. They waited until morning and called village members to take him to Kishanje health centre. On the way to the hospital he breathed his last.

But before he died, Mbire told residents not to blame his death on anybody because he had swallowed rat poison to end his troubling life.

The Chairperson LC1 Buniga village Kahuriro Robert confirmed his last words on his way to the hospital when he told them that he decided to kill himself by taking poison.

Mbire was buried on Tuesday morning.

The UPC Regional Vice Chairperson position is a coordination related seat created by the party hierarchy to serve alongside the party cabinet and District Chairpersons to Oversee Regional party activities.

Tindimwebwa has been responsible for the six Districts of Kabale, Kisoro, Rukungiri, Kanungu, Rukiga and Rubanda.

In his resignation letter dated August 2nd 2021 addressed to party president Jimmy Akena, Tindimwebwa attributes his stepping down to the divisions and lack of unity in the party and the failure of the two factions to solve their differences diplomatically.

He further questions the seriousness and the ambition of both the two UPC factions one led by Akena and another by Lawyer Peter Waluburi.

He accuses all of them for lacking serious Political ambitions.

“The only thing I can say maybe is that I am grateful to the UPC party and proud of my Contribution with it. However, I just feel I need to take another lip in my life. I am proud of all friends that are helping me shape a career of which Iam very sure it will be a very productive one, God willing (I believe in God),” said Tindimwebwa.

He says that now he has put in his resignation letter he is still a free agent as he is yet to join any political party that now he is taking some time off to think carefully about the next steps of his Political career as soon he will announce after making the choice .

Tindimwebwa is also the former Kabale Municipality mayoral Candidate in the 2021 elections on the UPC ticket.

He was elected the UPC Regional Vice-Chairperson Kigezi sub region in 2020 at the Party’s National Delegates Conference by the Party’s president.

Fred Ebil the UPC Party Secretary General says that as the party leadership they request him not to resign at this critical time as the party needs him.

Ebil says that they party appreciates his concern about the disunity that all of them as party leaders are not happy about and they are intending to address it but the lockdown affected the programs that they intended to have started geared towards reconciliation within UPC Party.

He also says that some of the programs under Inter Party Organization Dialogue â€"IPOD funded by DGF were suspended, when the government suspended the DGF facility and that now there is a partial lockdown, starting on Tuesday they are meeting as Secretary General’s to first work on a new Memorandum Of Understanding of IPOD which has expired and lobbying government to allow the DGF facility to support our programs which will include reconciliation and mobilization.

“The The wheels of change turn slowly but they do turn we kindly request him to be patient as we work on the new MOU of IPOD and start rolling out other Party programs,”said Ebil.

Owere has been carrying out the erroneous act in isolated areas after putting the victims on knifepoint.

Owere who is a resident of Kitega Village, Kawolo Sub County in Buikwe District is also accused of robbing  his victims of their belongings after raping them.

According to the Deputy Spokesperson of the Kampala Metropolitan Police (KMP) Luke Owoyesigyire, over seven rape victims have reported cases at police where two of the them have positively identified Owere as their attacker.

“Owere’s arrest followed community initiatives to identify the criminal.The community members arrested Owere as he was attempting to rape a female victim in a bush at Nakapinyi Village in Nama Sub County in Mukono District. They later handed him over to the police that escalated investigations and were able to track his movements using the CCTV camera system. The victims and suspect have recorded statements that will be used in the prosecution,” reads a statement released by Owoyesigyire.

In a related matter, it has been noted that there is an increasing number of women who have either been raped or attempted to be raped and robbed in the area by a group of people who pretend to be Boda-boda riders.

Last week, one suspect was also arraigned in court on the same charges.

“The police remind passengers to remain vigilant and only use motorcycles they find at gazetted stages to avoid being targeted by criminals,” Owoyesigyire said.

]]>OFWONO OPONDO: Covid-19, Anguish, Anxiety and Ugandans whistling in the Darkhttps://www.watchdoguganda.com/op-ed/20210803/118492/ofwono-opondo-covid-19-anguish-anxiety-and-ugandans-whistling-in-the-dark.html Tue, 03 Aug 2021 14:47:01 +0000https://www.watchdoguganda.com/?p=118492It’s sixteen months and counting since Covid19 was declared a global pandemic by the World Health Organisation (WHO), and for African countries especially Uganda, we seem to be whistling in the dark concerning our levels of preparedness, capacity to test and treat, and to wholly accept the hard measures as meant for our collective good and safety. With social life, education and economy devastated the anguish, anxiety and rising resistance among the public are understandable.

Matters aren’t being helped by the ever increasing knowledge that much of Africa appears to be on its own considering that vaccines, being manufactured and imported from the global north are becoming harder to obtain even for those countries with the financial ability to purchase. Even with their own money, African countries have to take the long route through the African Union and then COVAX, the platform created by WHO for third world countries to access the vaccines.

The forty-two day lockdown came to an end last Friday by which time any casual observer could notice an impatient public facing down with security personnel on the many check-points mounted and reinforced by military police from the Uganda People’s Defence Forces (UPDF).

Prime Minister Robinah Nabbanja still shining, Health Minister Jane Ruth Aceng and Permanent Secretary Diana Atwine the threesome facing the immediate firestorm in government response to Covid19, are clearly on a visible mental and physical burn out, almost running out of credible policy options. They aren’t being helped by the fact that our collective national response to the Covid19 pandemic has been shambolic and hysterical at best, leaving huge gaps for a fifty ton truck to drive through.

Going forward, there’s need for government to issue general practical assessment that everyone can modify to suit their own localized circumstances so that gradually, step by step and in phases the country can safely begin to re-open otherwise we could face a social, if not political implosion.

At work places or in homes, people should self-isolate if they or someone among them has a persistent signs of Covid19 like cough, a high temperature or lost their sense of taste or smell. If someone is self-isolating, employers should appreciate and let them have full recovery. While there may not be strict legal requirement except the Public Health Act, we must continue to senstise the population in order to minimise the risk of exposure to infection for all individuals attending public events. This should be designed to assist those attending or organising a funeral during this pandemic so that people are treated with sensitivity, dignity and respect when burying their dead.

Ugandans need to that another to strictly observe the SOPs is most likely to make a third wave and another lockdown even more psychologically challenging than the two we already gone through. And yes, for most Ugandans, it was the belief that government was working towards a clear end point that made the extreme measures to combat the virus acceptable.

This last lockdown hasn’t been any easier for having been through it before the pandemic fatigue brought more weariness because when we thought that we were beginning to see some light at the other end of the tunnel, then all of a sudden we realized that it is the eye of an owl. It is difficult to see how we summon the strength to endure another wave and lockdown.

Psychologists have long warned about “crisis fatigue” in society, the exhaustion that comes from a torrent of calamitous events in the news cycle, making some people switch off and others sink into complete despair, and many think that exhausting power of this pandemic is different. Other crises like wildfires, floods, and a civil uprising seem to come and go, and their end may be easier to predict, but Covid19 has persisted, interminably, over and above it all.

Whereas we could see crises as moments of transition, wake-up calls or “turning points that should take us to a higher plane, Covid19 surely offers an opportunity to change our often wasteful lifestyles especially on funeral and marriage ceremonies. In industry, commerce and education it has proved that Ugandans can accomplish many things by themselves and remotely, saving unnecessary overhead costs.

The cavalry, we have been told, will come from the science that will bring vaccination and effective treatment, and yet for now that remains a long shot for Uganda. Detecting cases, testing, tracking contacts, and containing the spread of infection remains our strongest weapon. But the truth is that there is need to find new approaches because the cavalry might not be here soon and so we are in this for a long haul as Covid19 is within communities.

But we can get there faster if we follow the basic public health advise to wear a mask, wash hands, sanitise hands and surfaces, keep social distance and avoid unnecessary gatherings especially those involving strangers. It’s not an exercise in political control or to ruin peoples’ businesses as some charlatans allege, rather, an effort to contain this devastating pandemic.

The meeting was held on Tuesday at State House Lodge Nakasero.

The Kabaka was accompanied by the kingdom Premier Charles Peter Mayiga ans Prince David Wasajja.

“Held a meeting with His Majesty the Kabaka of Buganda Ronald Muwenda Mutebi II at Nakasero State Lodge. His Majesty was in the company of Owek. Charles Peter Mayiga and Prince David Wasajja. We discussed matters of mutual interest,” Museveni tweeted.

The development comes at a time when Central government and Buganda Kingdom are querying over the validity of mailo land tenure system.

Recently, Museveni described mailo land as an evil tenure system and that its one of the causes of land wrangles in Uganda.

“It’s not anywhere else in Uganda. It is really very bad and not fair but some people support it. How do you allow these things to happen? Land owners should be entitled to full ownership of their land like elsewhere in Uganda. In Ankole, nobody can chase you away from your land. You even fear,”Museveni said during Heroes day celebrations in June.

Museveni has since moved to make reforms on the tenure system.

However, speaking at his 28th coronation anniversary ceremony held at Nkoni Palace in Lwengo District on Saturday, the Kabaka said it is appalling that whereas other areas too have land, it is only that in Buganda being targeted by different people.

“We condemn those who deliberately create a situation to derail us from reminding government on what belongs to us. We have heard many people discuss about land in Buganda and many have said it is curtailing Uganda’s development. This is not true. Those who say this want to weaken the kingdom of Buganda,” Kabaka said.

Prof Ndebesa says he supports Museveni on assertion that there is land injustice in Buganda which needs to be addressed and on theother hand he supports Kabaka Mutebi over his query why Museveni only focuses on Buganda yet there’s land injustice also in other parts of Uganda.

“There are rampant land evictions in Buganda. This is not only on Mailo Land but also on public land in Buganda. Infact some land buyers prefer to buy Mailo Land to public land because public land formally crown land in Buganda has more incumbrances than Mailo. So the issue of land injustice is not just about Mailo Land per se,”the Senior Lecturer of History said in a Facebook post on Tuesday.

“Land evictions whether in Buganda, Bunyoro, Acholi or Karamoja constitute land injustice that should be addressed. The one of Karamoja is even worse or the most evil to use Museveni’s word. The lang grabbers in Karamoja are not just grabbing land on the surface but even minerals. If you went to the land registry you will find people who are not karamajong but from elsewhere who have grabbed and registered land there that has minirals,”he added.

Owoyesigyire says that police have noted with concern the alarming abuse of curfew time for both motorists and pedestrians.

“It should be noted that as per the recent presidential directives on COVID-19, the curfew time was set and it must be followed. Businesses were reopened and people should be at their homes by 7pm in the evening. Boda bodas were also informed to stop operating at 6pm,”he said in a statement on Tuesday.

“On that note, we would like to inform the general public that Kampala Metropolitan Police will starting today, to heighten operations against those flouting curfew,” he added.

Owoyesigyire further noted that whoever will be found violating curfew guidelines, they will be arrested, cars impounded and taken to courts of law for prosecution.

“We would like to advise members of the public to plan their schedule to avoid any inconvenience from the Police.Thank you.”

While easing the  Covid-19 lockdown last Friday, President Museveni maintained the curfew hours from 7pm to 5:30am.

“Curfew time is maintained at 7pm upto 5:30am. All persons except security personnel and those authorized to move should be in their homes. Why we maintain the curfew?Without curfew there will be a lot of socialization in the night. That may be a big problem,” Museveni said in a televised national address.
